ABSTRACT
This research project was carried out to evaluate the issue and challenge of human resources toward effective management in some selected Nigeria public organization. Data were collected through questionnaires from five (5) selected Nigeria public organization in Rivers State, 315 questionnaires were sent out to Rivers State Public enterprises, while 200 were retrieved. The data collected were analyzed using the simple percentage and chi-squares statistical tool was used in interpretation of the data. The result revealed that adequate human resource development accelerates good and effective job performances in Nigeria public enterprise. This study also revealed that lack of finance causes challenges and affect the development of human resource management in Nigeria public sectors; therefore it is recommended that from rate of human resource development is in exhaustible. Human resource is the most important organization resources. Every organization being of private and public, ensure that these vital organizational resources are effective and efficient.

1.0 INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Management of human resources is that function of the enterprises which provides for effective utilization of people to achieve both the objective of the enterprises or organization and satisfaction and development of employees.
The survival of any organization depends on the proper management of its materials, finance, and human resources. That is to say, the management of all these human resources is in the hand of destructed human being. This is done in collaboration with other resources make a business or an organization to run effectively.
In both developed and developing economics of the work, expert and professional agree that human resources development in public enterprises or an organization is step to sustain or reveal of effective management performances and overall current productivity, lalfrile at the same time, prepared the employee for change in the technological world. Effective human resources and career development programmes can reduce challenges facing human resources.
Omoyola (2005), said that the above reality have been over looked by most contemporary organization in many development nation including Nigeria. Omoyole (2005), maintain that the above is true to 25th public and private organization, for instance, he said that a competent employee will not deteriorate he also said that the federal government of Nigeria spend outstanding 15.6 million dollar in 2001 in human resource development in various section of the economy on formal course and training program Johnrine (1991), observed that a competent employee will not remain competent forever, their skill can deteriorate technology may make their skill obsolete, the organization may more into new area this changing the Types of job that exist and the skill necessary to do them through human resources is beneficial to the organization employee and trade union some problem crop up in the process of human resource planning (H.R.P) important among them. For instant, resistances by employer and employees, many employers resist increase cost of manpower as trade union demand for employee based plans, more facilities and benefit including training and development.
Omoyola (2005), noted that inadequate of information system also a problem or challenge facing human resources. Human resources has not yet fully been developed due to industries giving low status to personnel department and less important.
1.2 STATEMENT OF THE PROBLEM
The present civilian administration undergoing democracy is committed to making major reform in the economic including the public sector and in particular the services reform. This cannot be over emphasized bearing in mind that the public sector and in particular the public enterprises and the civil service, is the engine room of the nation economy.
While the administration is embark on sort activities is because in most of our organization today, productivity of workers is far below expectation, business of many organization a lot as a result of wastage caused by management of the organization, in which workers are amiable to perform their various job effectively to enhance productivity. Another problem is lack of training and development programmes, in job dissatisfaction most employees don’t find it easy in doing the job assign to them because They don’t have the necessary skill and talent heeded to make them handle construction job effectively.
However, Omoyola and Aderen (2005:2006), NOTED THA comparatively enough attention has been paid to the effective management of human resource in Nigeria public organization. He attributed the recent down turn in the economic future of the country partly to the inadequate attention paid to this vital issue.
In this view, we deduce that, the only or one of the major solution to these problem is for the industry to embark on adequate training and development programmes and to initiate adequate and proper human resource management department which will help in selecting the adequate workers that will embark the industry to enhance higher productivity and also good construction work.
1.3 OBJECTIVES OF THE STUDY
The main objective of this study is listed as following:
- To find out the prospect of human resource management in enhancing higher productivity.
- To plan career development, human planning based on potentiates.
- To examine the extent to which human resource management have impacted on employees performances.
- To maintain individual and group development by informing the employee of his performance standard.
1.4 SIGNIFICANCE OF THE STUDY
To considering the significance of the study you will observe that all organization whether governmental or non-governmental or no governmental, non-profit cannot over look the relevance of effective and efficient utilization of human resource.
The study is immense benefit to the public organization, employee development programmes, human resource polices, on recruitment on selection, placement, training and development.
The study is also relevant to academician, civil service sector, student and the society etc.
1.5 RESEARCH QUESTIONS
The following research questions are relevant for in-depth study of the work.
- What are the prospects of human resource management that will enhance higher productivity?
- What are the plan career development human planning based on potentialities?
- Is there any extent to which human resource management have impacted on employees performances?
- What are the processes to maintain individual and groups development by informing the employee of his performance standard?
1.6 SCOPE AND LIMITATION OF THE STUDY
The scope of the study focus on the prospect of human resource management in an organization and how to enhance higher productivity in public sector
7. LIMITATION OF THE STUDY
The work on human resource development in Nigeria is intended to highlight the following area in the course of the study, and the following challenges were encountered in the course of my investigation.
- Inadequate of time frame within which the researcher, must source for material, conduct earning and settle down write and finished the project work.
- Finance: This posed a very serious challenge because no research grant subsidiary or allowance was approved or given to the student to finance the work by neither the university nor other organization (Public or private).
- Uncompromised attitude of respondent. Issue of adequate information where not properly given by the despondence because most of the information were not store in the computer. They information were not store in the computer. They were only filed manual and which can easily damage or lost in case of any inconsistencies.
- Certain controllable factors beyond human control. Most at time you want to discuss with your project supervisor of engage with other activities in the office which hinder the acceleration of the work on time.
1.7 DEFINITION OF RELATED TERMS
Challenges: – Is a situation of being face with something that needs great mental or physical effort in order to be done successfully and therefore test a person ability. It is also an invitation to compete or take part, especially in a game or argument.
Effective: – Is a process of successfully produce a desire need or intended result. A can be an existing in fact, though not formally acknowledge as such.
Human Resources: – It is a function in organization designed to maximize employee performances in services of an employer strategic objective.
Issue: – Is the action of supplying or distributing an item for use, sale or official purpose. It can be a result or outcome of something.
Management: – It is a process of dealing with or controlling thing or people.
Organization: – It is a social unit of people that is structure and managed to meet a need or to pursue collective goals.
Public: – Public are groups of individual people, and the public is the totality of such groupings.
