CHAPTER ONE

INTRODUCTION

The evolutionary nature of information processing and storage of information has made the manual system of processing and processing of information obsolete.  This is due to the volume of data generated. To accomplish business objectives, management forever needs more information by way of reports so that it may turn the business as effectives as possible. With the advert of information technology “reaction time” is reduced and this improves the effectiveness of management, it is necessary not only to develop internal information system but also to consider links between different but related organizations. As a result of these factors, this project is designed to improve on the manual title handling methods and the provision of a more efficient management of information in the personnel department of the School-To-Land-Authority, Port Harcourt.

This will enhance the processing speeds accuracy; end the presentation of complete and concise information. As it is now appreciated that decision-making is affected with the use of antiquated filling systems. Sometimes a file could not be found or deliberate removal of some vital document by employees. In other case, some employees deliberately remove certain documents like queries and declaration of age and/letters too fear of demotion, termination of appointment, retirement etc.

These files when found might be incomplete thus making personnel decision-making difficult.

1.2     OBJECTIVE OF THE STUDY

This study intends to use Nietosoft access, a relational database management system (RDBMS). A database management system (DBMS). E.g. MS-Access as it stands is a set of application programs used to create a database, add records for easy maintenance.

Its product (output) is the ready information that can be easily extracted from the stored records.

In case of this, the employee (personnel) information of the School-to-Land-Authority, Port Harcourt personnel department will be managed with MS-Access to achieve error free information all the time, data security, quick processing and retirement of information. This study also wishes to improve information generation, processing cost reduction and physical storage space reduction.

1.3     PURPOSE OF THE STUDY

This project on completion is expected to achieve the following among other:

1.       To monitor the staff development exercise of the School-To-Land-Authority physically thereby ensuring that the problem of under/over staffing is eradicated.

2.       Co-ordination of staff activities, know who occupies what position, time to promote and remuneration allocation.

3.       Keep track of each staff and have a complete record for staff evaluation programs.

4.       Keep track of daily activities of the system to know the productivity of each staff.

5.       Availability of complete information on staff annual leaves when required.

6.       The system will also provide a comprehensive list of queried .

1.4     SCOPE OF THE STUDY

Although the project is expected to achieve the purpose stated above, but due to time constraint, it will be limited to the provision of the annual personnel evaluation report. It will also produce a comprehensive list of staff annual leave foster and list of quitted staff.

1.5     DEFINITION OF TERMS

Computer system: An electronic device that accepts data (input), process it, and produces result (output).

Processing: The manipulation/ organization of data to produce output (information).

Retrieval: The process of getting out information stored on the computer system.

Data: facts and statistics collected together for reference of analysis.

Record: A collection of data items, or fields or information about someone to objects that can be processed together.

File: A collection of related records. Each record in the file typically has the same format or layout as the others.

Input: The data item feed into the computer system.

Output: The processed information given out by the computer system.

Database: An integrated collection of files containing data representing entitles that are important to individuals or organizations in their day-to-day business activities.
