AN ARCHITECTURAL DESIGN OF A NAFDAC QUALITY CONTROL CENTRE AT BORI KHANA LOCAL GOVERNMENT AREA RIVERS STATE

ABSTRACT

 

National Agency for Food and Drug Administration and Control (NAFDAC) is the government agency in Nigeria that is fully empowered to regulate and control the importation, exportation, manufacture, advertisement, distribution, sale and use of food and drugs in order to ensure that safe and quality products are available to the public.This makes it imperative that there is need to intensify efforts in fake drugs eradicationby providing “NAFDAC quality control centre”, which shall consist of the following directorates: food safety and applied nutrition, drug evaluation and research, human resource management, finance and account, planning, research and statistics, investigation and enforcement, laboratory services, registration and regulatory affairs at the local government level which Khana local government area is not an exception, so as to eradicate unsafe and sub-standard products, thereby avoiding adverse economic and health implications and that food and drugs that are of good and internationally acceptable quality are given to people in the rural areawho are affected mostly.From the researches made, I found out thatthe factors influencing fake drug production, sale and demands are: non-professionals in drug business, poor implementation of existing drug laws, ignorance, illegal drugs importation, corruption and greed, high cost ofgood quality drugs and demand exceeding supply.Case studies and architectural books were employed in this project research. I also reviewed the work of NAFDAC to identify their strength and weaknesses in the fight against sale of fake drugs as well as the drug regulating authorities of some other countries to identify their areas of success. In addition, the establishment of such a Federal government Facility in Khana Local government Area would give the people of this area a sense of belonging and offer the needed employment opportunities  to our teaming youths and would consequently reduce their involvement in vices as well as other non-social norms.

INTRODUCTION

 

1.1     Background of the Study

 

Khana Local Government Area

Khana is one of the four Local Government Areas in Ogoni  Rivers State, Nigeria. Its administrative seat is in town of Bori.

It has an area of 560km2 and a population of 294,217 at the 2006 census and occupies a land mass of 344,443 spread among 174 villages/settlements.

Traditionally the Ogonis are known for livestock herding, farming, fishing, palm oil cultivation and trade. The nature of it’s activities and the environmental pollution caused through flaring of gas contributes to ill heath of the people, which calls for medication.

Unqualified peddlers takes advantage of the demand for drugs by supplying it’s counterfeits.Theyare often the first point of contact for health care by consumers who patronizes them for reasons such as convenience, dependability of supply, and affordable price. It becomes a consistent act because NAFDAC Quality Control Centre is not created or established at Local Government level, as such,their operation seems ineffective in these areas.

1.2     Statement of the Problem

1.2.1 Social Problems

The establishment of  “NAFDAC quality control centre” atBori, Khana Local Government Area as well as other Local Government Areas would provide the needed employment opportunities to the youths and would consequently reduce their involvement in vices as well as other non-social norms.

 

1.2.2 Architectural Problem

 

Massing: to achieve a functional NAFDAC quality control centre, the bringing together of the eight directorates of NAFDAC is vital.

1.3     Aim and Objectives of the study

 

 

The aim of this project is to design “NAFDAC quality control centre’’at Bori, Khana Local Government Areato ensure that safe and quality food and drugs  are giving to people in the area.

Thereby avoiding adverse economic and health implication.

The Objectives Are:

  1. To identify the factors contributing to the sale of fake drugs and the reasons for consumers patronage.
  2. To assess and analyze the work of the drug regulating agency in fighting counterfeit drugs within the legal drug supply system in Nigeria
  3. To create employment opportunities to the people
  4. To formulate appropriate recommendations for a way forward.

1.4     Project Justification

 

According to World Health Organization (2006), fake food and drugs are a global public health problem causing death, disability and injury. These products often contain insufficient quantities of active ingredients or with the addition of toxic substances or even without any active ingredient. With these, a consumer does not receive the complete treatment benefits and will either not recover from illness or will have a delayed recovery.

According to Akunyili (2005), the result of fake drug proliferation has led to treatment failures, organ dysfunction or damage, worsening of chronic disease conditions and the death of many Nigerians. The situation became so bad that even when patients were treated with genuine drugs, there is no response due to resistance caused by previous intake of fake drugs.

Fake drugs proved a major factor in contributing to high death rates.

 

1.5     Scope ofStudy

 

The scope of this work is limited to the design of a standard and adequate NAFDAC quality control centre, which shall consist of the following directorates:

  2. Drug evaluation and research
  3. Human resource management
  4. Finance and accounts
  5. Planning, research and statistics
  6. Investigation and enforcement
  7. Laboratory service
  8. Registration and regulatory affairs

 

1.6     Research Limitations

 

 

In executing my research, I was faced with some challenges and limitations such as:

  1. Time constraints due to lectures.
  2. Finance to travel for case studies
  3. There were inadequate architectural journals and text in the school library.

1.7     Definition of Terms

         

  1. NAFDAC: National Agency for Food and Drugs Administration and Control.
