Availability and use of instructional materials have posed a serious problem in academic performance of students in teaching and learning in secondary schools. To Ogunna (2004) the subjects taught secondary schools connote a lot of abstract concepts which can only be clarified by the present and effective use of instructional materials in teaching and learning in secondary schools. As a result, efforts have been made by researchers (whom believe that instructional materials are indispensable tools for effective teaching and learning in secondary schools) to develop education resources centre and basic principles of media selection to ensure availability and effective use of instructional materials in teaching the various subjects. The issue of availability and utilization of instructional materials though may be as a result of lack of educational resources centre, manufacturing industries to support and promote availability and utilization of instructional materials and even high cost of instructional materials may be responsible but to an extent it may bothering on the teacher rationalization to use, and selection while the second issue lies on the location of selected instructional materials. The teachers who ill-expose to the use of instructional materials do not only lack the will to use these materials but equally lack the knowledge of its existence or place obtain them in the schools.

This situation equally poses problem of utilization of the available instructional materials and impede effective teaching and learning in secondary schools. Hence, it is the intention of the researchers to use this study to x-ray the availability and utilization of instructional materials in teaching in secondary schools and students’ academic performance in different subjects. And otherwise suggest possible ways of improving the availability and utilization of instructional materials in teaching and learning in secondary school.

It will amount to wasteful exercise if a teacher decides to use instructional materials that are not readily available; of course some instructional materials may be available but the will of the teacher is to utilize such media is lacking and in most cases the cost of these instructional materials may be too high for the school to afford while others blame media specialist in various schools to be found wanting in the performance of their duties.

Ike (2001) noted that in developing countries like Nigeria, there are too many constraints imposed by not having functional and functioning educational resources centers, and manufacturing industries to support and promote availability and utilization of instructional materials.

The problem is compounded by high importation tariffs and customs dues imposed by processes of importing and transportation, in this case the availability and utilization of instructional materials is in doubt. Hence, we should not however fold our hands and close our eyes to the problem rather we need to do something concrete and positive towards achieving appropriate technology of our own in order to ensure its availability and promote its utilization. The problem of this study is to what extent are instructional materials available and utilized in secondary school in Khana Local Government of Rivers State.
